Why the software may be flagged
Browsers and Windows try to protect people from random executable downloads. Services such as Google SafeBrowsing and Microsoft SmartScreen score every installer by how often they have seen it before, who published it, and whether anyone has reported problems.
oziTarget Map is a specialist balloon-navigation tool. It will never have the download volume of Chrome or Zoom. A new build, a new signing certificate, or a small publisher with a thin reputation history can all trigger “uncommon download”, “not commonly downloaded”, or “Windows protected your PC” — even when the file is clean.
Antivirus and third-party firewall products may add their own warnings; those products each have their own rules and are outside this guide.
Why we think it is safe to bypass the warning

- User Account Control (UAC)
Windows asks “Do you want to allow this app to make changes to your device?” That is normal for any installer that writes under Program Files. Confirm the app name looks like oziTarget Map, then click Yes. If you click No, installation stops.
- Unknown publisher / SmartScreen again
A second SmartScreen or “publisher could not be verified” dialog can appear mid-install. Choose Yes, Run, or More info → Run anyway — matching the option your Windows version shows — if you started from the official download.
- Windows Security / Defender scan
Defender may pause the setup while it scans the files being unpacked. Wait for the scan to finish; do not cancel unless the dialog clearly reports a confirmed threat. A “scanning…” or “protected your device” notice that then offers Continue or Allow is usually the same reputation path as above — choose Continue / Allow for the official installer.
- Firewall or network permission
After install, the first launch may ask whether Windows Firewall should allow oziTarget Map on private or public networks. Allow on private networks at least if you use online basemaps, sign-in, Live Tracking, or Map Tools downloads. Blocking the firewall does not stop local map flying, but it will break online features.
